Allison Riggs was appointed to the seat after Justice Mike Morgan stepped down to run for governor. Riggs is running to keep the seat. She faces Court of Appeals Judge Jefferson Griffin. The high court currently has a 5-2 Republican majority, so a Griffin win would shift that to 6-1 in favor of the GOP."

                    "content": "In Wake County, the school board, Raleigh mayor and city council are on the ballot. Cumberland County voters will also choose members for the school board."

                    "content": "There are a few big changes to note since the last presidential election in 2020:"
                },

                    "content": "<ul>\t<li>You\u2019ll need to present an approved form of <a href=\"https:\/\/www.wral.com\/story\/voter-id-required-get-ready-to-show-photo-proof-before-you-vote\/21251422\/\">photo identification<\/a>. If you don\u2019t have one, you can still vote by filling out an \u201creasonable impediment\u201d form explaining why. In that case, you\u2019ll have to vote a provisional ballot.<\/li>\t<li>There\u2019s a shorter acceptance window for <a href=\"https:\/\/www.wral.com\/from-requesting-a-ballot-to-submitting-it-a-step-by-step-guide-to-absentee-voting-in-nc\/19235687\/\">mail-in ballots<\/a>. They now have to get to your county elections office no later than 7:30pm on Election Day.<\/li>\t<li><a href=\"https:\/\/www.wral.com\/story\/north-carolina-changes-voting-rules-for-those-affected-by-hurricane-helene\/21673320\/\">Some election rules have changed<\/a> for 25 counties affected by Helene.<\/li>\t<li>Getting results will take longer than it did in 2020. New laws prevent election officials from tallying early in-person votes till the polls close Election Day. Although the law was written by Republican legislators last year, the short delay it caused prompted conspiracy theories among conservative voters during the primary election this March.<\/li><\/ul>"

Now, let's go to Director Easterly for brief opening remarks. Director, thanks so much and uh good morning everybody. I really appreciate you all spending time with us this morning. As Ron said, I'm Jenny Sterley, Director of CIA. We play two key roles for America. We serve as America's Cyber Defense Agency and as the National coordinator for Critical Infrastructure security and resilience. So we are charged to protect and defend the cyber and physical infrastructure that Americans rely on every hour of every day for water and power and health care and transportation and communication and the infrastructure that Americans use to cast their ballot and to ensure that those ballots are counted as cast in the aftermath of Russian attempts to interfere and influence our presidential election. In 2016, election, Infrastructure for the first time was designated as Critical Infrastructure and CISA designated as the lead Federal government Agency for election Infrastructure Security. Meaning that we work to provide support to those state and local election officials who are on the front lines of running and managing and defending our election infrastructure. Now, over the past three plus years, I have spent an enormous amount of my time traveling the country working with state and local election officials to ensure that they have the support that's been needed uh to reduce risk to their election infrastructure. And a major amount of progress has been made to improve the security and resilience. Uh Over that period of time, I have, I I can say with full confidence that election infrastructure has never been more secure, regardless of who you vote for. You can have confidence that your vote will be counted as cast. Why do I say that? Let me give you a few reasons. First, the machines that Americans use to cast their votes are not connected to the internet. Second, over 97% of registered voters will cast their ballots in jurisdictions where they'll get a paper record, a paper record that they themselves can verify. Three election officials have put in place multiple safeguards, physical security, cyber security to protect election infrastructure from compromise. And that includes pre election testing of equipment and post election audits to ensure accuracy. And then finally every state runs things different. So you have different processes and different equipment and that decentralized and diverse nature of our election infrastructure actually brings tremendous resilience because it means that a malicious actor could not get into a voting machine to affect the vote in any material way that would have an impact on the come of the presidential election. Certainly not without being detected. So again, election infrastructure more secure than ever before and the election stakeholder community more prepared than ever before to deliver safe, secure, free and fair elections for the American people. All that said the environment has never been so complex. We have cybersecurity threats like ransomware like distributed denial of service. We have very real threats from our foreign adversaries like Russia, Iran and China intent on two key goals of undermining American confidence in our elections and our democratic institutions and on stoking partisan discord, pitting Americans against each other. We cannot let them do that even uh perhaps more concerning or just as concerning are the physical threats that we're seeing to election officials of both parties and their families. Uh largely stemming from unfounded claims that the 2020 election did not represent the will of the American people. We need to remember election officials are not faceless bureaucrats, they're our friends, they are our neighbors. Uh They are family members, they're in our communities and they're not doing this for pay or for glory. They're doing it because they believe in democracy. They are standing on the front lines of our democracy because they believe in that and they deserve our support, our respect and they deserve to be safe. It's one of the reasons why we are so proud to stand shoulder to shoulder with election officials across the nation providing more resources and more jurisdictions than ever before. All of which are on our protect 2024 website and that includes hundreds of physical security assessments, hundreds of cybersecurity assessments, hundreds of trainings, hundreds of exercises provided to tens of thousands of elections officials to ensure they have what they need to be prepared to run safe and secure, free and fair elections. All that said we need to recognize there will be things that go wrong in any event that includes hundreds of thousands of election workers, tens of thousands of polling places and probably 100 and 50 million Americans voting things will happen. Somebody will forget the key to a polling place so it might open late a storm may take out power to a polling place. There could be a ransomware attack but the good news is is these incidents while disruptive will not prevent the ability for Americans to cast their ballot or for those ballots to be counted as cast. However, our foreign adversaries will definitely try to make it seem like they will again, we cannot let them. The other good news is that election officials have been preparing for these elections for years. They've been training, they've been exercising, they have contingency plans in place for all manner of disruption and they are ready to meet the moment for democracy on the fifth of November. Finally, uh as we know, there is a lot of information out there and Americans are going to hear a lot of different things from a lot of different people at the end of the day to cut through the signal, uh cut through the noise and get to the signal. The trusted signal when it comes to elections are state and local election officials, they are the experts. And if anybody out there is skeptical about the security and integrity of our elections, I would say talk to your state and local election officials have them explained to you. They protect your vote to ensure that every vote is counted as cast. And you can also be part of the process. Sign up to be a poll worker, sign up to be an observer, be part of democracy to protect and preserve what is most precious to all of us, free and fair, safe and secure elections. BUT EVEN THE PEOPLE IN WESTERN NORTH CAROLINA WHO ARE REGISTERED TO VOTE QUESTION, WHETHER THEY'LL BE ABLE TO PERFORM THEIR CIVIC DUTY JUST MINUTES AGO, THE STATE BOARD OF ELECTIONS VOTED UNANIMOUSLY TO GIVE THE HARDEST HIT COUNTIES MORE FLEXIBILITY IN HOW THEY CONDUCT THEIR ELECTIONS. WRAL CAPITOL BUREAU CHIEF LAURA LESLIE JOINS US RIGHT NOW LIVE WITH WHAT THOSE CHANGES COULD LOOK LIKE. LAURA. &gt;&gt; YOU KNOW, NORTH CAROLINA IS NO STRANGER TO HOLDING ELECTIONS AFTER HURRICANES AND NATURAL DISASTERS. I MEAN, HURRICANE MATTHEW HIT IS JUST LESS THAN A MONTH BEFORE THE 2016 PRESIDENTIAL ELECTION. BUT THIS IS AFTER IS LARGER THAN ANYTHING ELECTION OFFICIALS HAVE HAD TO DEAL WITH THIS PAST CENTURY AS PART OF WHETHER STATE ELECTIONS BOARD VOTED UNANIMOUSLY JUST MINUTES AGO TO ALLOW COUNTY ELECTION OF BOARDS IN THOSE 13 HARDEST HIT COUNTIES TO USE DIFFERENT METHODS TO GET BALLOTS TO AND FROM VOTERS WHO MAY BE STRANDED BY DAMAGE FROM HELENE AND SOME PLACES. VOTING SITES HAVE BEEN WASHED AWAY AND COUNTY OFFICIALS WILL HAVE TO USE TEMPORARY SITES OR BUILDINGS TO CONDUCT VOTING AT OR NEAR THOSE PRECINCT LOCATIONS. IF COUNTY BOARDS APPROVE MULTI PARTISAN TEAMS AND THEY UP HOW THEY APPOINT WILL BE ALLOWED TO GO TO DISASTER SHELTERS AND OTHER AREAS WHERE AID IS BEING PROVIDED TO HELP PEOPLE CAST THEIR ABSENTEE BALLOT. THOSE TEAMS WILL ALSO BE ABLE TO COLLECT THOSE BALLOTS AND BRING THEM BACK TO THE COUNTY BOARD OF ELECTION. SO VOTERS WON'T HAVE TO RELY ON THE MAIL TO RETURN THEM. STATE BOARD MEMBERS, STACY EGGERS LIVES IN WATAUGA COUNTY. THAT'S ONE OF THE 13 COUNTIES INCLUDED. &gt;&gt; WE WILL CONTINUE TO MAKE VOTING ACCESSIBLE TO VOTERS AND WHETHER WE NEED FOUR-WHEELERS HORSES ARE HELICOPTERS. THIS DISASTER HIGHLIGHTS THE NEED FOR CONSISTENCY IN OUR WORK AND MAKING SURE THAT WE GET TO THE LOCATIONS THAT THE VOTERS EXPECT US. &gt;&gt; COULD BE. &gt;&gt; THE EMERGENCY RESOLUTION THAT PASSED TODAY WILL ALSO ALLOW VOTERS IN THOSE COUNTIES TO RETURN THEIR ABSENTEE BALLOTS IN PERSON ON ELECTION DAY AT ANY PRECINCT, THAT SOMETHING THAT'S NOT GENERALLY ALLOWED FOR MOST THAT UNITED UNDER THE LAW AND VOTERS WHO'VE BEEN DISPLACED BY THE STORM WOULD BE ABLE TO SUBMIT THEIR BALLOTS TO COUNTY BOARDS IN OTHER COUNTIES WHERE THEY'RE STAYING IN. THOSE COUNTIES WOULD THEN RETURN THOSE BALLOTS BACK TO THE HOME COUNTY FOR THEM.
